Jemal Finney
Jemal Finney serves as the Marketing Committee Chair on the OAR Board. He is the CEO and Founder of Finney Project LLC. His business aligns IT and Telecommunication programs with strategic objectives maximizing returns on technology investments. Jemal has more than 25 years experience in systems engineering, program portfolio management, and process improvement. Jemal served four years in the United States Air Force and is a Desert Storm Veteran. He holds a Masters of Business Administration from Johns Hopkins Carey Business School, a Masters in Systems Engineering from Johns Hopkins Whiting School of Engineering and a Bachelor of Computer Engineering from Georgia Institute of Technology. Over the years, Jemal volunteered with several organizations to include: Reading is Fundamental (RIF), Habitat for Humanity, Project Read, Meals on Wheels, For the Love of Children (FLOC), and National Children’s Center (NCC). He enjoys traveling and developing bonsai trees in his spare time.

G. Lawrence Warren
Larry Warren is retired from a career in the financial services industry. He served in management positions at predecessor banks to Bank of America and JP Morgan, specializing in lending, credit, and portfolio administration. He earned a bachelor’s degree from the University of Virginia and a master’s degree from the University of North Carolina – Chapel Hill. A native Virginian, he has been a resident of Northern Virginia for many years.

Joshua Cagney
Joshua Cagney:
Joshua Cagney is a Northern Virginia native, and the Chief Operating Officer and one of the founding partners of New Paradigm Recovery, LLC – an intensive outpatient program focused on the treatment of mental health and substance use disorders – located in Tysons Corner, Virginia. Joshua holds an undergraduate degree in Economics and Business Law from Ohio University. He also holds a Master of Arts in Psychology from The Chicago School of Professional Psychology, where he has completed post-graduate work in Clinical Mental Health Counseling and is currently engaged in a Ph.D. program in Organizational Leadership. His dissertation study is focused on developing industry recommendations for mental health programs treating clients struggling with addiction in isolation, where anxiety and co-occurring disorders are present.

Joshua previously worked as a graduate assistant and instructor in the Clinical Mental Health Counseling graduate program at The Chicago School. He has worked as an Intensive Behavioral Therapist engaged with adolescents diagnosed with developmental disabilities and traumatic abuse histories and has served as a not-for-profit Program Manager for O.A.R. NOVA in the Loudoun County Adult Detention Center. Prior to his work in Mental Healthcare, Joshua enjoyed a career in IT Project Management.

Grant Ehat
Grant Ehat
Grant Ehat is a Partner at Willard Retail, a local real estate development firm. Prior to working at Willard, Grant was a partner at JBGR Retail for 24 years. He is on the board at the Arlington Free Clinic as well as OAR. Grant has a BBA in Business Managment from James Madison University.



Janani Umamaheswar
Janani Umamaheswar
Janani Umamaheswar is an Assistant Professor in the Department of Criminology, Law, and Society at George Mason University. She received her PhD in Sociology from the Pennsylvania State University.
Her research and teaching interests are broadly in the areas of social inequality, punishment/incarceration, the life course, and qualitative research methods. Her work has been published in journals such as Justice Quarterly; British Journal of Criminology; Theoretical Criminology; Crime & Delinquency; Ethnic and Racial Studies; and Punishment & Society.
She recently completed a study exploring the role of masculinity in the incarceration-homelessness nexus, and she is currently working on two main research projects. The first is a qualitative exploration of the prison experiences of wrongfully-convicted men, and the second is an ethnographic study of how family members of incarcerated people seek support and community to help them cope with the challenges of familial incarceration.

Lisa D'Alonzo
Lisa D'Alonzo retired in May 2018 from the Virginia Department of Corrections, after having been a Probation Officer in the Alexandria District Office for 26 years. At the time of her retirement, she had been the Chief Probation Officer for 11 years. She co-established the Alexandria Reentry Council in January of 2011 and was the co-convener until her retirement. Lisa is a consultant with the National Association of Drug Court Professionals and in 2019, returned to the VADOC in a part-time capacity. She has a Bachelor’s Degree in Criminal Justice from The American University and has lived in Fairfax County for 29 years.

Derwin Overton
Derwin Overton
Derwin Overton is the Executive Director of Opportunities, Alternatives and Resources, Inc. (OAR).
Derwin has more than 19 years of experience in non-profit human services administration. Prior to working for OAR, Mr. Overton was the Assistant Director of the Embry Rucker Community Shelter, and Director of the California House (Bureau of Rehabilitation).
Derwin is committed to social justice initiatives, philanthropic engagement, and civic involvement. He understands the foundational importance of community engagement and the necessity of evidence-based practices to help people and organizations progress.
Derwin is currently active with the Northern Virginia Human Services Coalition, Fairfax County Network Against Family Violence, Fairfax County Criminal Justice Advisory Board, Prince William County Fatherhood Initiative, Loudoun County, Prince William County and Fairfax County Re-Entry Councils, NAACP, and the Virginia Offender Transition and Re-entry Coalition.
Mr. Overton has a bachelor’s of science degree from Elizabeth City State University. He is married with two sons.
