Evan Vahouny
Evan Vahouny is the OAR Board Chair and Founder at Higher Impact LLC, a social enterprise consulting firm that designs, enhances, and scales impact-focused products and services. Evan brings eight years of experience in health care and human services program development and policy analysis, executing a wide-range of collaborative projects—across private, public, and non-profit sectors—from proposal through implementation stages. Prior to his current positions, Evan was a Senior Consultant at The Lewin Group, served as a Senior Fellow at New Sector Alliance, and worked at the Department of Justice and the Office of Senator Jim Webb. Evan holds a Master of Public Policy from the University of Virginia’s Frank Batten School of Leadership and Public Policy, and a Bachelor of Arts in Psychology from the University of Virginia.Â

Danielle S. Rudes
Danielle S. Rudes, Ph.D. is The OAR Board Secretary. Dr. Rudes is an Associate Professor of Criminology, Law and Society and the Deputy Director of the Center for Advancing Correctional Excellence (ACE!) at George Mason University. She received her Ph.D. from the University of California, Irvine. Dr. Rudes is an expert qualitative researcher whose methods include ethnographic observation, interviews, and focus groups with over 15 years of experience working with corrections agencies at the federal, state and local county levels including prisons, jails, probation/parole agencies and problem-solving courts. She is recognized for her work examining how social control organizations and their middle management and street-level workers understand, negotiate, and at times, resist change. Dr. Rudes experience includes working with community corrections agencies during adoption, adaptation and implementation of various workplace practices and reforms including: contingency management (incentives/rewards/sanctions), risk-needs assessment instruments and motivational interviewing. Dr. Rudes serves as Associate Editor of the journal Victims & Offenders and publishes regularly in journals such as Criminal Justice & Behavior, Federal Probation, Law & Policy and Justice Quarterly. Dr. Rudes is also the 2012 winner of the Teaching Excellence Award and the 2015 Mentoring Excellence Award at George Mason University.

G. Lawrence Warren
Larry Warren is retired from a career in the financial services industry. He served in management positions at predecessor banks to Bank of America and JP Morgan, specializing in lending, credit, and portfolio administration. He earned a bachelor’s degree from the University of Virginia and a master’s degree from the University of North Carolina – Chapel Hill. A native Virginian, he has been a resident of Northern Virginia for many years.

Marsha S. Martin
Marsha S. Martin, known as the "Game Changer", is a #1 Amazon Best Selling author for her work in 'Behind the Rank Volume 2', a Lifestyle Strategist/Coach, Speaker, Advocate for the current/formerly incarcerate and Founder of I am the Game Changer. She is a graduate of Liberty University and is currently pursuing her Master of Arts Degree in Strategic Communication from American University. She is also a Veteran of the United States Army.

Grant Ehat is a Partner at Willard Retail, a local real estate development firm. Prior to working at Willard, Grant was a partner at JBGR Retail for 24 years. He is on the board at the Arlington Free Clinic as well as OAR. Grant has a BBA in Business Managment from James Madison University.

Jemal Finney
Jemal Finney
Jemal Finney serves as the Marketing Committee Chair on the OAR Board. He is the CEO and Founder of Finney Project LLC. His business aligns IT and Telecommunication programs with strategic objectives maximizing returns on technology investments. Jemal has more than 25 years experience in systems engineering, program portfolio management, and process improvement.
Jemal served four years in the United States Air Force and is a Desert Storm Veteran. He holds a Masters of Business Administration from Johns Hopkins Carey Business School, a Masters in Systems Engineering from Johns Hopkins Whiting School of Engineering and a Bachelor of Computer Engineering from Georgia Institute of Technology.
Over the years, Jemal volunteered with several organizations to include: Reading is Fundamental (RIF), Habitat for Humanity, Project Read, Meals on Wheels, For the Love of Children (FLOC), and National Children’s Center (NCC). He enjoys traveling and developing bonsai trees in his spare time.

Lisa D'Alonzo

Lisa D'Alonzo
Lisa D'Alonzo retired in May 2018 from the Virginia Department of Corrections, after having been a Probation Officer in the Alexandria District Office for 26 years. At the time of her retirement, she had been the Chief Probation Officer for 11 years. She co-established the Alexandria Reentry Council in January of 2011 and was the co-convener until her retirement. Lisa is a consultant with the National Association of Drug Court Professionals and in 2019, returned to the VADOC in a part-time capacity. She has a Bachelor’s Degree in Criminal Justice from The American University and has lived in Fairfax County for 29 years.

Derwin Overton
Derwin Overton is the Executive Director of Opportunities, Alternatives and Resources, Inc. (OAR).
Derwin has more than 19 years of experience in non-profit human services administration. Prior to working for OAR, Mr. Overton was the Assistant Director of the Embry Rucker Community Shelter, and Director of the California House (Bureau of Rehabilitation).
Derwin is committed to social justice initiatives, philanthropic engagement, and civic involvement. He understands the foundational importance of community engagement and the necessity of evidence-based practices to help people and organizations progress.
Derwin is currently active with the Northern Virginia Human Services Coalition, Fairfax County Network Against Family Violence, Fairfax County Criminal Justice Advisory Board, Prince William County Fatherhood Initiative, Loudoun County, Prince William County and Fairfax County Re-Entry Councils, NAACP, and the Virginia Offender Transition and Re-entry Coalition.
Mr. Overton has a bachelor’s of science degree from Elizabeth City State University. He is married with two sons.
